You are right about that. It doesn't make much sense.
ATM cards will and all accounts will be frozen as soon as the expiration date on the ARC you opened the account passes date.
You then have two years to get a new ARC. If a non ROC nationals account is past due and has not been accessed in two years the banks are supposed to turn over the funds to a government administered fund. If the account is held by a migrant worker the funds are embezzled by the bank, such as recently happened to hundreds of migrant workers banking with China Trust Bank in Taiwan.
Don't take my word for it. Go open an account with Taiwanese bank in Taiwan and watch what happens.
If you haven't noticed we are having a slight problem with widespread corruption and human rights abuses here on Taiwan.


I've heard the horror stories about widespread corruption and abuses yes, particularly when migrant workers are concerned, and agree with that part of it.

So then it sounds like the banks there are NOT to be trusted with one's money ...

Can foreigners easily transfer money out to places like HK, etc? Or, their home nations?

I'm just wondering, if I were to work in Taiwan, and if I was say fired, or laid off - then my ARC would be instantly terminated, and I would not have the chance to transfer my money overseas - am I right?

I must say it's rather ridiculous - China itself has no such laws!! Bank accounts, and even residence visas are not tied to the work permit here. And, there's no such system of embezzling funds here in PRC - it wouldn't happen.

So this means, if the ARC is terminated, the person has to leave within 10-14 days. What if the person manages to wangle a job within that period (just curious)?

Also, if the person HAS to leave, then how does he/she have 2 years to get a new ARC Question
