I don't know how long the service has been available, but JDB (Joint Development Bank) in Vientiane has ATM in and outside the city that accept Visa Cards - it worked with my Bangkok Bank cash card anyway!
Up to 1 million kip per transaction (about USD90 or THB3750).

I live in Lao now. Also lived in Bali and Thailand.
I withdrew 500,000 kip to try it out. Later checking my savings account with Bangkok Bank online, I saw the rate was about 260 kip to the baht, but there is also a 100 baht foreign withdrawal fee per transaction. So it's best to take the maximum 1,000,000. This was the case when I used BB card in the ATMs in Bali too.

Vientiane Capital is so small, you won't have any problem finding the few banks, or anything else!
Other banks - both Lao and Thai, have some branches where you can get cash on your Visa Credit Card, but you will pay high fees, commission and interest.
Being able to withdraw cash from an ATM with a Debit Card like Visa Electron is cheaper and more convenient.
But bring cash as well. US$30 (plus a photo) if you need a visa on arrival (15 days), and Thai baht or US$ can be used to pay for many purchases - in Vientiane area anyway.
