Around the Visayas and Luzon, it would be VERY unusual to have any such problems. I have friends who sail those waters regularly.
However, the Sulu archipeligo, off hte S W coast of Mindanao, and southern Palawan might not be a good idea.

thanks - i hoped so! any indication/web-addresses of private boatowner association/yacht clubs or similar on cebu? validity of (italian) boating licence (up to 12 sml) in philippine waters?

I have been told that the latter are very helpful people.
In Cebu, the main yacht club is, I belive, rather expensive, but there are cheaper alternatives.
As for licences, WHAT? In the Philippines?
There are a few rules and reguations, but most of those tend to be ignored.
A lot depends upon the lenght of your stay there.
Generally though, nothing too onerous.
