The rankings are based on total occupancy costs per office workstation.
London's annual cost of $19,330 (£10,382) follows a 16% rise over the past year

The least expensive office location is said to be in Ortigas in the Philippines, with an average cost of $710 per workstation.

It is mainly the banking / finance and insurance industries that have gathered there and use vast amounts of space.
London is a major financial centre and it makes sense for banks to be close to each other, even in these days of "distance working".
Every so often a load of new buildings will be built, accompanied by forecasts that there will never be sufficient clients to rent them.
Within a short time, they are full, and more are planned.
