China has accused Washington of serious human rights violations, saying the abuse of Iraqi detainees by US soldiers exposed "the dark side" of US policy.
Beijing was responding to the US' annual assessment of human rights around the world by assessing the US.
The Chinese report said racism was entrenched in the US and dismissed its electoral system as a contest of money.
"It is quite ironic that... the United States once again posed as the 'world human rights police,'" it said.
"The atrocity of US troops abusing Iraqi PoWs exposed the infringement of human rights of foreign nationals by the United States," the State Council report said, referring to documentary evidence that American soldiers systematically abused detainees at Abu Ghraib prison in Iraq.
"People have to probe the human rights record behind the State of Liberty in the United States," it said.
The report also highlighted the individual case of a Chinese woman called Zhao Yan, who was beaten and attacked with pepper spray by a US border guard during a visit to the Niagara Falls.
It cited census figures as saying that US poverty figures had risen for three consecutive years and said Americans were threatened by "rampant violent crime".
On Monday, the US condemned China's human rights record in its annual report which covered 196 countries, blaming Beijing for the killing and torture of dissidents.
China said it was "very dissatisfied" with the report.
"This kind of report will do nothing good for the improvement of bilateral relations. It will do no good to improve mutual confidence in each other," added foreign ministry spokesman Liu Jianchao.
Mr Liu insisted China "has made important progress in human rights".
For several years, the US has issued reports on many other countries.
Most of the ones about China were critical.
Recently, China has issued its reports on the US, probably a a form of "retaliation".
The fact that they feel able to issue them shows a growing awareness of in China of their strength, and the fact that it no longer feels the need to maintain a low profile on the world stage.

In the August 5-11, 2004 edition of the Australian Business Review Weekly, Gerry van Wyngen stated:
"... In only 10 years, China's gross domestic product, calculated on a purchasing power basis, will exceed that of the United States, and India's GDP will exceed that of Japan. Asia will dominate the world economy, its finances and, increasingly, its power politics ..."

For several years, many economists have been predicting the rise of China to top world economic power, and India not far behind.
At the same time, China's military spending and size of their armed forces, ought to give food for thought, if not cause for concern.
Meanwhile, the US economy is in a mess and getting worse.
None of the politicians are willing to commit political suicide by taking the measures that really are needed.
The big question is, will the US slip to No. 2 place behind China,
or down to third, behnd China and India, or even further down the world economic league.?
The other question is, who will balance the military power of a newly emerging China if they get territorial ambitions?
China's president Hu Jintao is now also military leader. The army numbers are being reduced. Territorial issues aren't really a problem. Taiwan leaders have been visiting the mainland strengthening ties lately.
There's the "One China Principle" that all trading partners throughout the world agree with, especially when Free Trade Agreements are being signed with China.

Throughout China history, the leaders have always been keen on military power, it's believed by all Chinese leaders that whoever has the military power has the true power. It goes hand in hand.
