Please,let me,a native born Chinese tell u why!

When there is no restriction,wether it is conducted by law or morality,there is sure to be serious negative society problems occer!

Let me tell u a typical thing that many similiar things like that are happening or happened several times in different provinces and different time in mainland China.And these kind of things had been reported by the newspaper several times,if u can read Chinese,you will find such things at least 3 times a year.it was reported in local and state-owned newspapers.

Now the story begins.There is a truck full of apples(bottle packed minaral water or packages of rice in other times) rolled down along the roadside .That may be the result of mist or bad road condition or,the most possible reason may be overloaded its capacity of 50%-100% to save the highway transportation fee which was based on the number of trucks but not Kilograms of the goods one truck is transporting...who knows.

Then after a while,you will find tens of viligers rushed out toward the turck from villige not far away from the highway,they picked up the bottles or apples in a hurry,some of them took out their mobile phones to call their relatives to bring more packages to fill in.Not within an hour,hundreds of the savages rushed to the place,they even bring bottles to get the oil leaked from the truck's oil tank!Then after another while,when the goods were robbed nearly with no remains,when the pitiful driver was kicked and beaten after shouted and showed his willness to prevent that(nowadays not so much drivers want to prevent this),the master of the goods and the transportation police came.The savage villigers rushed away as soon as possible with their fruit robbed from the highway.

To get back the goods from the villigers is nearly impossible,no one will say they had been to the highway and you can find no goods hidden here and there,because it costs time and effort to investigate that,the police usually take notes of what happened and leave.And most of the goods transportated on highways are with no insurence protection,except they are transportated by troops of government who can afford the insurence fee.So,there is a bad circle:overload->rolling down->robbery->loss->more overload to gain more money to compansate the loss->rolling down again!

Then,why the villigers wanna taken away the goods not belonging to them?

Reason 1:they are too poor to afford their life.there are many peasants who work to cultivate the rice only get RMB2000(US$180)in a whole year!The amount of the group may be 1/3 of a billion,which is the population of nearly 2 United States!How can they feed up themselves?Remember there is 1/3 of a billion people who do not want to starve,which country can give such people enough rice or work oppotunity?With no punishment of robbery they are sure to do tha!It is not a personal deeds,but a group deeds who in fact do not want to do robbery in their mind!
Reason 2:No mandatory instructions was set up to punish the people who robbed goods and do not to hand in.Or,in the economic words,it costs too much to investigate such things and get a conclusion.Too many things like that happened everyday,the managment cost of the government for a developing country is too high if the government focus on such things.

Conclusion:People wannt to hurt others because they know they will not be hurt,on the controy,people do not want to help others or at least stand aside to stare and watch robbery scence because they know they will be hurt by doing that!It is not decided by culture,but by the behaviour economics,in other words,to do nothing has the maximum benifit to them.

Example to this:To those countries who do not take the attitude against Japan's attampt to join the UN,to stand by has the maximum benifit to them.If they do like this,Asian countries who had suffered from invasion of Japan has no excuse to criticize them,and Japan can not stop doing business with them,which will promote their economic performance as a economic body rely on Japan.

By the way,about 40% of a billion people live in prospery cities in China,I am one of them,the average annual salary is US$3000,including medicial and unemployment insurence and pension when we are old,but not all companies save the three items to our account,60% of them do so when they hire us.I love my nation and its bringhting culture,but dislike the government,it was not elected by us and represent the interest of high level hiraches.Peasants,workers and clerks which consist of 95% of the population have to accept what they want to give us.
