Got a question on Customs Regulations entering the Philippines:
I am travelling on a Special Non-Immigrant Visa, Type 47 (A-2) and will be assigned to the Philippines on a three year contract.
Am I entitled to bring in my used household goods and personal effects tax and duty-free on one shipment (air or sea)?
The government of the Philippines has liberalized the visa requirements for certain categories of foreigners to encourage foreign participation in the economic development of the country.
Special Non-Immigrant Visa under Sec. 47(a)(2) is granted to foreigners who will work or render service in the Philippines
This type of visa may be availed of by foreign nationals employed by enterprises registered with the Philippine Economic Zone Authority (PEZA) and the Board of Investments (BOI), as well as those who are temporarily assigned to work in government projects. Although all of them enjoy multiple entry privileges, foreign employees of PEZA-registered enterprises are also exempt from fingerprinting and registration process with the BI, from the payment of fees, and from securing clearances.

I'll be moving to Cebu together with my family and plan to bring my household with me (20' container).
Do you have any info on legal requirements?
I was asked by the local forwarder in Cebu to deliver an invoice together with packing list for customs charges and clearance. According to the forwarder, customs will charge based on the value of items.
This seems to be wrong to me, since I have been assigned to the Philippines before on the same type of visa and was never charged anything for my used old stuff.
I think you better talk to your employer or rather people your working for... for their suggestion about your problem... custom people something looking for $$$$... i have to be honest with you and that is what I htink even though I live here...
why not asked someone from the custom people and make sure so no mistakes... first i heard this problem

You SHOULD get one container full of household goods free of taxes.
Or rather, that is the rule for those with SIRV and PEZA registered establishments.
Not sure on the 47a as I have not personally been involved with it, and the rules have changed recently. Sounds as if it is the same as the old \EPZA / BOI investors visa.
Having said that, think carefull what you want / need to bring. So much there is so cheap that it may be better to store it. If you are getting a furnished house / apartment, that eliminates most of the things you might take, and it could be cheaper to buy rather than ship.

Hi guys,
my stuff arrived all right. Customs no problem, all tax free since declared as houshold goods / personal effects. The only problem was to get the Tax Exemption from Dep. of Foreign Affairs, which is still pending. But with a xerox from the application, Cebu Customs released the container upon refundable payment of a cash bond. Found a nice all-female broker firm, without would have been next to impossible.
