Now that I have a software that can send emails to all members at once I need some suggestions about what kinds of stuff to include in a monthly or bi-monthly newsletter.
The first newsletter sent out on monday did not have the desired effect.

That sounds like you didn't have the "Mass Email" feature under "General Admin" in the Administration Control Panel" of your phpBB before.
Looks to me like the whole AEF could use an uprade.
You can use Mass Email quite effectively for sending Xmas greetings and New Years wishes to members.
But maybe you should think about some new rules. For example that members who didn't post within a specified time just get deleted. Works in some other forums I know. They can register again if they want . . .

mass email did not work beacuse my host only allowed 25 mails to be sent at once-so i had to spend a lot of time making groups etc.

From my experience forums are more interesting than their newsletters.
Maybe you'll find the way to change this. There are some systems featuring newsletters rather than forums: the german "Thai-Ticker" for example works quite well with lots of reader's responses.
