Small business ideas include a huge variety of industries but
you can't go wrong with real estate and food because of the
population explosion in the Philippines. By real estate I'm mean
anything from buying raw agricultural lands to building apartments,
houses or small hotels and sell food I mean anything from growing it
to processing it ( sausages, ham,etc.to dried mangos / fruit ) to
buying it in bulk ( 500 kilos / week )selling it wholesale or by
repackaging it in smaller plastic packs.
Other ideas which I know of which foreigners have succeeded;
1) sheet metal fabrication, making fenders and body parts for the
locally assembled jeeps and vehicles here
2) buying containers of "chopped" cars, tires, car and truck parts
from Japan selling it both locally and regionally
4) buying 5 to 6 cars ( minimum for taxi licensing as a group ) as
taxis
5) manufacturing handicraft products for export via international
buyers you find at the Manila trade Show 2 times / year OR buying a
variety of handicrafts from all over the Philippines and selling
them in a souvenir / gift shop directed at foreign residents or
tourists
6) Buying machines for making socks / gloves for export
7) Building small apartments, maybe 6 in a group to rent to the local
population for P2000 to P3000 ( U$40 to U$60 / month )
buying one or more jeepneys / or a bus to operate between some
two or more destinations that seem to NOT to have sufficient number
of transport
9) Organizing Adventure Tours ( scuba diving, white water
rafting,trekking )directed at foreign residents or tourists
10) Travel Agency -Selling airline tickets, bus tickets, passenger

Bill, you havent mentioned the limitations on foreigners owning businesses in the Philippines.
Whilst you, I know, are married to a Filipina, which makes life much easier, many are not and for them, the options are limited and often border on the legality of what one can do.

I have tried a couple on that list(failed dismally) and operating another now..
Might look into one of the others on the list next year.

I've always thought a marvellous business idea for the Philippines would be to sub-contract a private detective with photographic experience to capture images of married men in the bars of Angeles City and Subic Bay.
Funds could then be extorted from said parties back in Europe through appropriately shady channels.
Surely this is more lucrative than sheet metal fabrication and handicrafts.

To Alan, It's easy to point to failures or failed ventures and blame their mistakes on the local people and help spread FEAR among those who are looking for an adventurous life overseas as an entrepreneur. It's all about how wakes up each day and chooses to see things; is their glass half empty or half full??? Do they choose to wake up MOTIVATED with "tunnel vision" and be accused of naivety by their peers or wake up in the same old RUT, STUCK in the quick sand of their own negative attitudes.
To Jonathon, Not much money in blackmail and extortion if the married men's wives KNOW WHERE and WHY they are in the Philippines and S.E. Asia. If husbands make occasional trips to Philippines/S.E. Asia for intensive sexual gratification at a fraction of what a local mistress would cost ( in the States the average is U$17,000 for the first six months of an affair ) which helps them keep marriages at home intact then WHY would anyone choose to SELL such information to the wives to break up a marriage causing everyone involved but himself a huge loss of net wealth ?? As one example there is the Foreign Investment Negative List (aka RA 7032 & 8179) which specifically restricts foreign ownership of certain businesses, or limits the percentage that a foreigner may own.
