I visited the Thai Royal Embassy page in Washington, DC. Found it to be much more informative and in comprehensible English (the Immigration page on the Thai website - in English - is very much Thinglish...) than the Thai govt page.
It seems that you have to leave the country, obtain a non-immigrant visa, and then you'll be good for another 180 days per year. In this case the aggregate year starting 1 October 2006 and (I'm assuming) the dept is going to base this year and all following years by this date.
