It is currently illegal to charge more than 35% commission in China.
35% should come from owner, 35% from occupier. Altogether equals 70% of one month that the agent gets.
Usually, it is in fact the owner who pays the whole 70%...and this will usually reflect in a higher rental, since it is hard to find renters for higher end places in China.
All in all, we should always be trying to abide by the law...if we don't like the law, the government should be lobbied for change.
I thought Century 21 would be more standard and law-abiding. This is a check against your credibility and good-standing, in my eyes at least. You should have known better.

p.s. Another point, for the weary foreign person interested in real estate, is that it is illegal for an agency to charge you anymore than 1% of the value of a property when you are buying or when you are selling in China. The agency also charges the owner 1%, and thus makes 2% in total. Be weary of any agencies trying to charge more. Personally, I think the government imposed 2% is not fair, it doesn't give agencies enough incentive, especially for lower-end properties...however, that is the law, and agencies shouldn't be trying to trick you into believing otherwise.
